Terms and limitations
Use Appeal Prepper as an informational starting point for your own research. The pilot organizes public evidence; it does not decide, file, prosecute, or represent a property assessment appeal.
Access and price
The historical 2025 report and current 2026 preview are free today. Appeal Prepper expects to make the current-year report a paid feature later but does not currently accept payment. The City charges a separate $120 formal appeal fee.
The current site does not accept payment. If paid ordering opens later, the price and included deliverables must be shown before purchase. The City fee is paid to the City, not to Appeal Prepper, and is nonrefundable under the current 2026 formal-appeal guidance.
What the product provides
- A free historical screen of an address against the supported 2025 San Francisco property cohort.
- A free-preview current-year report using 2026 comparison evidence and a provisional assessment estimate carried forward from the 2025 closed roll.
- Public-record property facts, ranked comparison-property evidence, and a preliminary range only when the evidence gates are met.
- Browser-generated comparison files and links to official City material.
Refund policy
If a paid report cannot find any comparable properties for the purchased address, Appeal Prepper will automatically refund the full report price.
If you are unhappy with the paid service for any reason, contact us for a full refund. We will process the refund within 24 hours after receiving enough information to identify the order. A bank, card issuer, or payment processor may take additional time to post the credit.
Reply to the order confirmation or use the support contact included with the receipt and provide the property address or order number. The refund covers the Appeal Prepper report purchase only. It cannot cover the City's separate filing fee, third-party expenses, or other costs. Because online ordering is not yet active, no paid orders or refund requests are currently being accepted.
What is not included
- No appraisal, broker price opinion, legal advice, or tax advice.
- No filing, deadline monitoring, service of documents, e-signature, hearing preparation, or representation.
- No verification that a candidate property was an arm's-length sale or that every public record is current and correct.
- No guarantee that the City will accept a comparison, reduce an assessment, or produce any tax savings.
Your responsibility
You are responsible for checking current City rules, deadlines, eligibility, fees, forms, and evidence requirements; verifying property facts and comparison sales; deciding whether to file; and reviewing any downloaded worksheet before using it.
Public records can be incomplete, delayed, or wrong. Recorded consideration from the RTC §408.1 transfer list does not prove an arm's-length sale. Older post-transfer assessment values remain labeled proxy signals. Material features such as condition, renovations, views, parking, and transaction terms may be absent.
How to interpret a result
“Worth a closer look” means the preliminary evidence passes the pilot's current support and economic gates. “Needs review” means potentially relevant evidence exists but is incomplete. “Probably not worth filing” means the supported screen does not show enough first-year economic difference after the City fee. “Insufficient evidence” means the product cannot reach a supported conclusion.
Missing evidence is not a negative recommendation. None of these labels is a legal conclusion or a forecast of an Assessment Appeals Board decision.
